eye surgery to fix malposition on eye

the malposition is due to troubles with one eye and making it appear droopy and smaller.

I am looking for a surgeon and will travel to any country.

I am having trouble finding one for a consulation via internet, I have pictures and am 17 years old can any surgeons help me.
