I want to get a breast lift In two years or so and I want a tattoo on my chest and half way between my breast if I get the tattoo now will it change after the surgery

You should visit your PS before you do that. He will explain you the method and scars. I would suggest you to do the breast lifting first. On the other Hand I would not like to have a tattoo in this area for ever,

yes it could change, the skin in the chest area turns off,
if there is a tattoo, it will stretch as well,
rather, the opposite method would be appropriate, first lift the breast and then tatoo

If the tattoo is over the breast bone (sternum) in the middle of your chest, then hopefully it won't be changed too much by the breast surgery. However, by far the safest thing would be to consult your breast surgeon beforehand so that you can discuss the scar placement and likely changes.
