It depends from patient to patient. You will need some time before you cant start flying as the atmospheric pressure will increase once you are in the sky. It is best to consult your respective doctor for a more accurate advice as he will only be able to tell you the do's and dont's.

It depends on the type of liposuction, anesthesia used and your general health status. If tumescent technique was used for liposuction of lower face, jowls and neck, and you are otherwise healthy, your liposuction was performed by a highly experienced liposuction surgeon, you can fly the very next day of your surgery or even on the same day wearing a compression garment.
Technicaly you can fly a couple of days after your procedure. It is best though to have a post op control by your doctor first to make sure that verything is fine. I d suggest you stay close to your doctor for at least 5-7 days and have a first post op checkup with him before leaving.

I would recommend to at least wait until your stiches are removed (6-8 days), but of course you must follow your plastic surgeon indications.
