according to the patients wishes and demands this operation can be done in local or local in combination with sedation or in general anesthesia. the main concerns are, that if the patient cannot tolerate the local, then too much fluid would be used and the contours would be distorted. if you have a stand by anesthesiologist in the clinic, you need not worry, because techniques can be switched before too much fluid is administered. so the answer is: why, of course it cab be performed under local but remember: the anesthesiologist is a girls best friend:)
